It is an annual election with real trade-offs — not automatically the right answer, and it wants modeling against each owner’s own return before the box is ticked.

The Personal Property Tax Is Gone — And the Filings Went With It

2023 Wisconsin Act 12 repealed the tax on business personal property effective January 1, 2024, and the Statement of Personal Property is no longer filed. Books still carrying a personal-property accrual are carrying a liability that does not exist. Manufacturers still file their M-form real-property returns with the Department of Revenue — a different obligation people routinely conflate with the repealed one.

Manufacturing & Agriculture Credit — the Classification Is the Work

Racine County makes things, and the Manufacturing and Agriculture Credit takes Wisconsin tax on qualified production income close to zero. It only applies if the property is classified as manufacturing by the Department of Revenue and the income is computed on the right base. The classification and the annual filings are the work; the credit is the result.

The Illinois Line Is Twenty-Five Minutes Away

Wisconsin has income tax reciprocity with Illinois, Indiana, Kentucky and Michigan, so a Racine employer with Illinois-resident staff takes Form W-220 and withholds Illinois, not Wisconsin — while unemployment insurance follows its own rules, because reciprocity does not reach UI. Selling south of the line raises a separate nexus question. And Racine County has levied its own 0.5% sales tax on top of the 5% state rate since April 1, 2025, for 5.5% in total.
